Work on Diana Canal guardrails continues 2 years after deadly crash

On September 22nd, 2014, Constance Manzanares was killed when her car was swept away by rushing flood waters into the Diana Canal in Northeast El Paso.

That day, ABC-7 asked a bystander about whether he thought a guardrail would have prevented the car from going into the canal.

His response: “Yes, definitely. It would have saved her life.”

It’s been nearly two years since the fatal accident occurred at Diana and Vulcan, and the guardrail project on Diana is now nearly complete.

According to El Paso Water, funding for the Diana Guardrail project was not available until Fiscal Year 2015-16.
