Montwood High band director facing child porn charge

El Paso Police charged the high school band director accused of having an improper relationship with a student with Possession of Child Pornography.

On July 17, 2017, Albert Licon, 38, was charged with Improper Relationship Between Student and Teacher. Licon allegedly touched the girl inappropriately at a park and the band room, court documents state.

ABC-7 is working to confirm if the new charge is related to Licon’s alleged relationship with a 17-year-old student.

El Paso Police said the US Marshals’ Lone Star Fugitive Task Force arrested Licon a second time on August 11, 2017. Licon was reportedly located inside a residence on the 300 block of Rio Dulce.

Licon was booked into the El Paso County Detention Facility for two counts of Possession of Child Pornography under bonds totaling $20,000, police said. The case was investigated by the El Paso Police Department’s Internet Crimes Against Children unit.

Licon, the band director at Montwood High School, had been booked into the El Paso County Detention Facility July 17th on a $25,000 for the original charge.

Investigators were told about the alleged inappropriate relationship by an unnamed source. They later met with the victim, who provided a voluntary statement.

The document states the accuser recently met Licon at a park near her home, where they allegedly kissed. Licon allegedly touched the girl inappropriately, the document states.

Licon allegedly touched the girl inappropriately on a second occasion, although the document does not reveal where it happened.

The victim told investigators, that on a third occasion, Licon touched her sexually inside the school’s band room.

A spokesperson with the Socorro Independent School District emailed ABC-7 the following statement: “Mr. Licon still is on paid administrative leave. He started in the district in 2004. Most recently, he was the band director at Montwood High School.”
