Dr. Julio Novoa, M.D. Dr. Novoa, M.D. is the President of First Choice OB/GYN Associates, P.A. His interests are in high-risk obstetrics and adolescent health. Dr. Novoa was born in Lima, Peru. He graduated in the top 5 percent of his medical school class from Meharry Medical School in 1995. He completed his residency in Obstetrics and Gynecology through the Greater Baltimore Medical Center in Baltimore, Maryland in 1999. Dr. Novoa began his private practice in the El Paso area in August 1999. He has one of the largest OB/GYN practices in El Paso and among the lowest Cesarean Section rates in the United States. He is also one of the few obstetricians in El Paso who performs vaginal births after Cesarean sections (VBAC).Karmel Mordecai Ms.Karmel Mordecai M.S.N, R.N., C-W.H.N.P. works with Dr. Novoa as his Nurse Practitioner and has more than 15 years of clinical experience in the field of women’s health. She was born in Leeds, England. Both her Bachelor of Science and Master of Science in Nursing are from the University of Texas at El Paso.Emma Gonzales Emma Gonzales, P.A., C. works with Dr. Novoa as his Physician’s Assistant. She was born in Hobbs, New Mexico. She received her Bachelor of Science in Physician Assistant studies from the University of Texas-Pan American and received her Bachelor of Science in Biology from St. Edward’s University.
