These are the parties and their descriptions in the order they were presented in the federal indictment that came down Tuesday and was unsealed on Thursday.

-FRANK APODACA, officer of Access; became COO of Precis.

-MARC SCHWARTZ, consultant for NCED and Access.

-LUTHER JONES, attorney. “Recruited and assisted candidates for elected office in the City, County and school districts… usually free of charge.” Once a candidate was elected, “he drafted agenda items and talking points to assist the elected official in presenting issues, contracts and agreements to the respective governing body.”

-MICKEY DUNTLEY, retired El Paso Police Dept. officer and former Ysleta Independent School District board president.

-LINDA CHAVEZ, then VP of Ysleta Independent School District board (still a member)

-GILBERT SANCHEZ, EP Co. district clerk and “close associate” of Luther Jones.

-DAVID ESCOBAR, attorney; “frequently associated with” Luther “as co-counsel representing clients; as a partner in financial matters; and in assisting in securing the election of certain local candidates for office.”

-RAY RODRIGUEZ, salesman for a durable medical goods suppy company and former SISD trustee.

-CHARLIE GARCIA, former SISD trustee.

-WILLIE GANDARA SR., former SISD trustee.

-LARRY MEDINA, county commissioner in 2006.
