El Paso Home Builder Named To State Building Council

Texas Gov. Rick Perry has appointed six members to the Texas Industrialized Building Code Council for terms to expire Feb. 1, 2013. The council oversees the inspection of industrialized housing and buildings to ensure state standards are enforced.

Robert L. Bowling IV of El Paso is president of Tropicana Building Corporation. He is environmental affairs chairman of the National Association of Home Builders, and a member of the Better Business Bureau, Texas Association of Realtors, and El Paso Chamber of Commerce. He is also past president of the Texas and El Paso associations of Builders, and a volunteer basketball coach with the El Paso YMCA. Bowling received a bachelor’s degree from the University of Texas at Austin. He is being reappointed.

Roland Brown of Midlothian is vice president of design and development for Ramtech Building Systems Inc. He is a member of the International Code Council and U.S. Coast Guard Auxiliary. Brown attended Appalachian State University and received an associate degree from Central Carolina Technical Institute. He is being reappointed.

Scott McDonald of Canyon is a certified building official, commercial building inspector, residential building, plumbing and mechanical inspector, disaster response inspector, property maintenance inspector and fire inspector, and is the building official for the City of Amarillo Department of Building Safety. He is president of the Building Officials Association of Texas, first vice president of the Texas Panhandle Inspectors Association, and a member of the International Code Council, International Association of Plumbing Officials, and National Fire Protection Association. He is also a member of the University of Texas Construction Research Advisory Committee and International Code Council Replicable Buildings Committee, and a past volunteer with Amarillo Habitat for Humanity. McDonald received an associate degree from Baker College.

Doug Robinson of Coppell is a regional project manager at Williams Scotsman Inc. He is a member of the City of Coppell Board of Adjustment, Coppell Buildings and Standards Commission, and the Modular Building Institute. He is also a member and vice president of the Coppell Citizen’s Police Academy Membership Committee, and a past member of the City of Coppell Vision 2030 Long Range Planning Commission and National Fire Protection Association. Robinson received a bachelor’s degree from Texas A&M University.

Rolando Rubiano of Harlingen is an owner of Green, Rubiano and Associates. He is a member of the American Society of Civil Engineers, Texas Society of Professional Engineers, and American Concrete Institute. He is also chairman of the Texas State Technical College Computer Drafting and Design Technology Advisory Committee, a member of the Diocesan Catholic School Council for the Brownsville Dioceses, and a past member of the Commission for Disaster Recovery and Renewal. Rubiano received a bachelor’s degree from the University of Texas at Austin. He is being reappointed.

Larry Wilkinson of Friendswood is director of community development for American Homestar Corporation. He is past president of the Galveston County Builders Association, Southwest Constructors, and Amtex Properties. He is also a member of the Texas Association of Builders, Greater Houston Builders Association, and Coastal Conservation Association. Wilkinson received a bachelor’s degree from the University of Texas at Austin. He is being reappointed.

These appointments are subject to Senate confirmation.
