Alleged Manhattan Heights rapist linked to rape case in Fort Worth
Aug. 30, 2013 update: El Paso Police detectives linked Arturo Valtierra, aka Arturo Valtierra-Payan, to a sexual assault case that was reported in the Fort Worth region in September of 2012.
This link was established through DNA evidence that was recovered here in El
Paso and entered into the Combined DNA Index System (CODIS).
That DNA sample ultimately linked Valtierra-Payan to the Fort Worth case. El Paso Police detectives have been working with Fort Worth authorities on that case.

Arturo Valtierra, aka Arturo Valtierra-Payan was in Judge Sam Medrano’s court Thursday where he was charged with two new counts of aggravated sexual assault, plus burglary of habitation. In Texas, sexual assault is rape.
The new charges stem from three different attacks on three different victims.
Valtierra, 25, already faces three burglary of habitation charges and two counts of aggravated sexual assault charges for the rape of a fourth victim.
Police say that there are no other open cases against Valtierra at this time.
His bond went from $300,000 to $2.1 million.
Valtierra, who lived on Savannah Street in Central El Paso, was arrested at about 11 p.m. July 2 in the 7200 block of Alameda. Savannah Street is just a few blocks away from where the crimes took place.
A man named Arturo Valtierra-Payan with the same birth date as the man arrested in El Paso was arrested in Chihuahua in 2009 for carrying an unlicensed weapon and served two years.
Twice in 2007, Valtierra was caught by the Border Patrol after illegally entering the U.S. and was deported back to Mexico, a federal official told ABC-7.
