because america negotiated in a position of strength and priniciplem, we have stopped the spread of nuclear weapons in this region” breaking news from vienna this morning: a landmark deal has been reached to limit iran’s nuclear program. we have the latest also–las cruces setting an example for the rest of new mexico becoming the first in the state the end veterans homelessness. and–one of the men found guilty in connection with a deadly home invasion in dona ana county has learned his punishment. a very good morning el paso, las cruces, and juarez. i’m stephanie valle. and i’m hillary floren. good morning, everyone. good morning! today we’re looking nice! we saw rain move over us last night, right around midnight. the rain was strong around northeast el paso. since it has tracked north and weakened. some rain still falls this morning. the temperatures are in the 60s and 70s. the wet weather isn’t over. we’ve got more rain chances in that 7-day forecast, and temps continue near 100 degrees! we’ll track any changes all the way through your weekend, coming up! breaking news from vienna this morning: a landmark deal appears reached that would limit iran’s nuclear program. abc’s bazi kanani has been watching the historic news unfold overnight and she has the latest on our top story. negotiators looked relaxed for this first time this morning — announcing after more than two weeks of tense talks in vienna — a historic nuclear deal with iran. sot mohammad javad zarif, iranian foreign minister “it is an important achievement for all of us. today could have been end of hope on this issue, but now we are starting a new chapter of hope.” iran’ foreign minister called the agreement imperfect, but progress. it will lift billions of dollars in economic sanctions on iran in exchange for ten years of restrictions on its nuclear capabilities. in a compromise, u-n nuclear inspectors will get access to iranian military sites, but only with notice. iran initially objected, concerned about spying on its military secrets. another sticking point: the arms embargo on iran. it will continue for now, but could end when and if inspectors definitively clear the country of work on nuclear weapons. nats protestors chant “bad deal!” group of american protestors outside the talks expressed the skepticism also voiced by republican leaders back in washington, who fear the deal will not be strict enough. but after more than a decade of deadlock over iran’s nuclear program, the white house considers the new agreement a diplomatic victory. any deal struck in vienna would still need approval by officials in iran and the other countries at the talks. here in the u.s., congress will have 60 days to review the agreement. bazi kanani, abc news, washington. new this morning– the mayor of las cruces says his city has ended veteran homelessness. an effort that has been in the making for about a year. good morning el paso’s denise olivas is live with the details…denise? the goal to give all homeless veterans a place to live and sleep started with a challenge from first lady michelle obama last year. las cruces mayor ken miyagishima says they accomplished this goal five months ahead of schedule: mayor: “we are the first city i the state of new mexico to end veterans homelessness.” many homeless veterans made their homes here in tent city. las cruces gave local shelter “community o hope” more than 50- thousand dollars to help fund its nearly ten housing programs. this effort has also received federal funding. community of hope’s director explains how they’ve tackled veteran homelessness. nicole: “functionally endin veteran homelessness in las cruces means that we have identified all of the homeless veterans in the city of las cruces. we have a housing plan for each of them. every single one of them is currently being sheltered – either by the community of hope or another organization. and that we have a housing plan for each of them within 30 days.” the obama administration says as of january 2014, overall veteran homelessness is down 33 percent since 2010. mayor miyagishima says now the city will work to help veterans find jobs in las cruces. also from our new mexico mobile newsroom … governor susana martinez announced “arca spac corporation” is building testing and manufacturing facility, creating 1- hundred new jobs in las cruces. the facility will be located at the las cruces airport. the average salary is expected to be about 52-thousand dollars a year. was raising the minimum wage in las cruces really worth it? business owners told city council how the pay hike is affecting them. six months ago, it was bumped up to 8 dollars 40 cents an hour. minimum wage will eventually go to 10-10 an hour in las cruces. council did not make any changes to the ordinance at yesterday’s meeting. a judge in las cruces said people should now feel safe and secure in their homes … judge fernando macias sentenced leonard calvillo to 16 and-a-half years in prison. he was convicted of aggravated burglary … criminal damage to property … attempted battery with a deadly weapon and child abuse — because there was a child in the victim’s home. calvillo and three other men broke into the mobile home of mixed martial artist joseph torrez. torrez fought off the intruders .. killing one of them. in court yesterday– calvillo took responsibility for his actions — hoping for leniency. coming up later on good morning el paso. we will hear from calvillo’s defense attorney. and what he says contributed to his client’s actions that night. back here in el paso —joel garcia will be in court today for a continuance hearing this afternoon. 24-year-old joel garcia is the man police say was driving drunk when he ran a red light and crashed into a car — killing three people.. he has already pleaded not guilty to three counts of intoxication manslaughter. the victims were brothers isaiah and joshua deal, and joshua’s girlfriend, shannon del rio. the crash happened back on christmas eve at vista del sol and joe battle. this is video of the accident that our round the clock news team got that tragic night. today, three officers will be recalled to testify on questioning. it is unknown if a ruling will be made by the judge but we will of course bring you complete coverage in our later newscasts this evening. mexico’s interior minister miguel angel osorio chong said that joaquin “el chapo” guzman escape from priso probably came with inside help. authorities in mexico have announced the dismissal of three prison system officials, including the director of the prison. the government has interviewed forty- nine people, and 32 of them are prison employees. authorities now are asking people for help to find ” el chapo” the raised the reward for information on the drug lord to 3.8 million dollars. closing arguments begin today in the trial of suspected colorado movie theater shooter james holmes. holmes is accused of killing 12 people and injuring dozens more back in 20-12. he faces the death penalty if convicted on all counts. holmes pleaded not guilty by reason of insanity, alleging he suffered a psychotic episode at the time of the shootings. holmes did not testify in his defense … …but jurors did hear a series of interviews holmes had with a psychiatrist two years ago. now it’s time to take a look at the tx-dot traffic cams… still ahead here on good morning el paso how comcast is trying to stay competitive with those who want to watch their favorite show on the tablet. / also– what authorities say is to blame for a fire that has burned more 400 acres on the east coast. / meteorologist krystal klei has your detailed forecast. krystal… and this is abc-7, where news comes first!
