some of those changes include where food trucks can post up in downtown el paso and the regulation of mobile food courts. we’ll get to that in just a bit. results of a community survey were handed to council yesterday. the majority of those surveyed– community members and stakeholders– say food vendors should be allowed in residential areas. they also said there should be some restrictions placed on how long and/or what types of vendors are allowed. and while two-thirds felt downtown vending should not be regulated differently from the rest of the city… over a quarter felt there should be some restrictions as far zones where they are permitted. respondents said did raise concerns on mobile food courts– like the availability of restrooms, electricity, water. parking, security and noise. other concerns include how close food trucks are to actual brick and mortar restaurants. some feel there should be a distance requirement. city staff will begin to create a draft of proposed revisions to the city ordinance. a man who plead guilty and took a plea deal in a rape case in las cruces is now facing nine years in prison instead of 27. from our new mexico mobile newsroom — peter dillion lucero was charged with kidnapping but in taking the plea deal yesterday, the charge was changed to the lesser charge of false imprisonment. lucero was accused of raping a 50-year old woman with multiple sclerosis in a nursing home were he visited his grandfather. he now awaits sentencing and will undergo a psychiatric evaluation in las vegas, new mexico before his sentencing. two men are facing manslaughter charges after the death of a man outside a bar last month. that bar was the “el patron” b near montana and paisano. 37-year-old raul ruiz and 42-year-old adrian chavez are charged in the death of 49-year-old arturo martinez. police say he pushed martinez who fell and hit his head on the floor. ruiz and chavez then allegedly continued to beat him. ruiz is a firefighter and was off-duty at the time. in a statement — el paso fire chief samuel pena said ruiz has been reassigned from the emergency operations division pending an investigation. dona ana county commissioners can’t get county treasurer david gutierrez to resign… and they’re taking action against him. from our new mexico mobile newsroom …. just last month, gutierrez reached a settlement in a sexual harassment lawsuit, where he admitted to offering an employee money for sex . gutierrez has refused to resign…. so commissioners voted to place him under more restrictions. they include: limiting the amount of time gutierrez can be in the county building, denying him access to county vehicles, and exploring the option of having him pay back the entire $68,000 from the sexual harassment lawsuit. now it’s time to take a look at the tx-dot traffic cams… now to some abc-7 traffic alerts for this week the first one is part of the i-10 and americas project. today through friday from 8 p.m. until 5 a.m.–loop 375 south will be completely closed between bob hope and americas. also over on loop 375 also today until friday–americas northbound will be completely closed between northloop and the americas interchange. that will also be between 8 p.m. until 5 a.m. meanwhile we also want to remind you that gateway west is down to one lane between eastlake and r-v circle. that closure will be in place until further notice. / we have much more to come here on good morning el paso — including some changes that are coming to the oscars that hopefully will make it more interesting to watch–we’ll tell you what it is. / and later— as concern over the zika virus spreads one prominent athlete says she is considering not participating in the olympics. meteorologist krystal klei has your detailed forecast. krystal… and this is abc-7, where news comes first! the oscars are hoping to make acceptance speeches less boring. they want to avoid a laundry list of thank yous – so they’re asking every nominee ahead of time to submit a list of people they’d like to thank – and when you win, those names will scroll across the bottom of the screen. hopefully that will eliminate the boring stuff, and create more memorable, heartfelt moments. this is usually the sign that marti gras festivities in new orleans are over. police did their traditional street sweep at midnight last night,
