Owner Of Popular East Side Bar Arrested For DWI

James “Mike” Armstrong, the owner of the Three Legged Monkey, was arrested for allegedly Driving While Intoxicated on Labor Day, according to El Paso Police.

It was not immediately clear if or how the arrest would affect the liquor license for the bar. The liquor license for the bar was renewed in June by the Texas Alcoholic Beverage Commission.

In April, the TABC postponed a hearing related to TABC liquor licenses for the bar due to previous arrests of permit holder Armstrong for “assault causing bodily harm and driving while intoxicated, reflecting poor moral character and a poor reputation for being a peaceable, law abiding citizen.”

TABC officials did not say when the DWI arrest mentioned in the postponement had occurred. Armstrong told ABC-7 that DWI charge was dismissed.

Armstrong’s Labor Day arrest comes after a years-long battle with residents who live near the bar in the Hawkins and Montana area.

Some residents complained customers from the Three Legged Monkey used to park in their neighborhoods, make noise after hours and sometimes leave a mess in their yards.

Despite those complaints, the TABC renewed the bar’s license with several conditions. Most of the conditions have to do with noise levels, occupancy, and security.
