NAME: Samuel Morgan

OFFICE YOU SEEK: City Representative District 4

AGE: 47

OCCUPATION: Business Owner/Training Consultant

NUMBER-ONE CAMPAIGN FOCUS:

To ensure the Northeast is properly represented at City Council, my number-one campaign focus is to provide a strong voice for the Northeast constituents.

WHAT SETS YOU APART FROM YOUR OPPONENTS?

What sets me apart from my opponents is my proven leadership ability in both the military sector as well as civilian sector. I have commanded military units as well as trained future military leaders. I have led and directed academic, personnel and budgetary issues as a University Director of Webster University. Not only do I research, study and implement leadership skills, I am the author of the book “Cracking the Nut on Leadership ‘A Way'”. In addition, I am an entrepreneur starting, running, managing and leading small businesses in the El Paso Community.

RELEVANT EXPERIENCE THAT QUALIFIES YOU FOR THE POSITION YOU SEEK:

I have 21 years of military experience leading, planning and organizing complex operations of multi-million dollar organizations. I have vast experience working with diverse groups of people as well as managing multi-million dollar budgets.

IF YOU HAD THE CHANCE TO REVOKE ONE ORDINANCE IN EL PASO IMMEDIATELY UPON TAKING OFFICE, WHICH ONE WOULD IT BE?

If given the opportunity, I would request to amend Ordinance No. 16015 and Amendment 016736 where the City Manager is given the authority to sign contracts on behalf of the City of El Paso. I believe City Council should be involved in any decision to sign and/or negotiate contracts or agreements between the City of El Paso and any third-party entity.

DESCRIBE A MOMENT THAT CHANGED YOUR LIFE:

A moment that changed my life was when I joined the military. Up until I enlisted, my world seemed so small and after I joined my world expanded tremendously. I was given the opportunity to travel and experience different cultures which in turn changed my perspective of people and the world.

IN WHAT WAYS IS EL PASO ON THE RIGHT TRACK AND IN WHAT WAYS DOES ITS NEED TO CHANGE COURSE?

El Paso is on track as far as understanding the need for progression and revitalization. Revitalization of downtown is absolutely critical for El Paso to continue to grow as a tourist destination spot as well as economically. El Paso has to be capable of attracting new business so growth does not stagnate. This will entice the younger generation of El Pasoans to join a progressive workforce as well as undertaking local entrepreneur endeavors.

IF ELECTED, HOW WILL YOU BALANCE THE NEEDS OF FAMILY, YOUR CAREER AND YOUR OFFICE?

I would apply effective time management skills that have proven to be effective for me in my many years of professional experience. Prioritize as needed.

WHEN AND WHY DID YOU COME TO EL PASO (IF APPLICABLE)?

I came to El Paso in 2000 as resulting from a Permanent Change of Station by the United States Army to Fort Bliss to teach at the Air Defense Captains Career Course as an Instructor and Curriculum Designer. After years of living in El Paso I reached a point to retire from the military and realized the opportunities and growth potential that the City of El Paso and Fort Bliss provided to entrepreneurs….
