El Paso Police charge soldier with 2 counts of intoxication manslaughter in construction worker deaths

El Paso Police have charged an 18-year-old Fort Bliss soldier with two counts of intoxication manslaughter in the weekend deaths of two construction workers working on I-10 East near Schuster.

Jan Michael Nieves was booked into the El Paso County Detention Facility with his bond set at $200,000.

The deceased have been identified as 39-year-old James Green, of Runaway Bay, Texas, and 54-year-old Jimmy Joe Broadstreet, of Chaparral, New Mexico.

Green died at the scene and Broadstreet died while being treated at a hospital.

El Paso Police are still trying to figure out how Nieves got on the completely shut down portion of the freeway in the first place.
