you are seeing? rick cabrera knows of one viewer who most definitely doesn’t. here’s rick with abc-7 listens. the more i drive around parts of el paso … i’m struck by how much the city is transforming. one addition in recent years was these lights downtown. but steven doesn’t think the lights have reached their potential. “what’ up w/ the led lights on the arches at the rail yard and 2 arches east and west i-10 downtown? “these ar capable of endless motions and color patterns as i have witnessed! “now is nothing bu a still and boring pale red! “be something to tal about if they would program a new pattern each week. hey did you see the design this week, what did you think???” i’m prett sure control of those lights is not something the texas department of transportation is willing to give up … plus there are rules to follow. the draft guidelines from 2015 state: the feature may not contain or be illuminated by flashing, intermittent, or moving lights, including any type of screen using animated or scrolling displays for lighting designed to change appearance over time, the minimum length of time between changes of scene shall be either: ” at least eight seconds; or ” calculated by the formula sight distance to lit area / speed limit = minimum display duration ; well if they are concerned about the lights distracting drivers … that formula probably distracted some viewers. i followed up with blanca del valle … public information officer for tx-dot. she told me … “as of may 23, we are displaying a rolling purple pattern at the rate of 25 seconds, from east to west, then back from west to east.” as far as why purple … i was told it was picked randomly and will switch to yellow next week. also, if you are wondering about the lights by airway … those are programmed by the city and there are four sequences designed by the artist … one for each season. rick cabrera. abc-7 listens.
