REPORT: DA County Deputy instigated handcuffed detainee, placed hands around man’s throat

A Dona Ana County Sheriff’s deputy placed his hands around a man’s throat while he was handcuffed, according to an incident report obtained by ABC-7’s New Mexico Mobile Newsroom.

The report states a deputy arrested Victor Jaime on suspicion of DWI and Resisting Arrest. Jaime was taken into Dona Ana County Detention Center’s booking area for questioning Sunday afternoon, when a supervisor noticed he was not complying with commands given to him by a DASO sergeant.

Jaime was being uncooperative and refused to walk on his own, the report states.

He placed himself on the ground and appeared to be having a seizure, according to the supervisor.

The report states the supervisor and DASO sergeant called for medical help. In the mean time, the man sat on a bench, still handcuffed, and became verbally abusive towards the DASO sergeant.

Jaime was “verbally assaulting both the deputy and sergeant, telling them to take the handcuffs off so that he could kick their ass,” the report states.

While waiting for paperwork from the medical staff, the report states Dona Ana County Sheriff’s Sergeant Gleason “kept instigating (the subject) who was supposed to be relaxing due to his blood pressure being too high.”

The report states Gleason continued “instigating” to the point that it made the detainee upset.

It states: the “DASO sergeant got to the point where he got so upset that he placed his hands around (the subject’s) throat and placed him on his back against the bench area while still handcuffed. At no point were the handcuffs removed from the subject.”

The man was eventually transported to the hospital.

New Mexico State Police are investigating possible criminal wrongdoing. The sheriff’s office is conducting an internal “use of force” investigation.

ABC-7’s New Mexico Mobile Newsroom is working to find out the status of the sergeant involved in the incident.
