Man charged with intoxicated manslaughter in Horizon crash that killed 17-year-old

Update: Online jail records show Solis has a range of charges spanning back to 2001. He has one prior DWI charge from 2003, two speeding tickets, and a range of other more minor traffic offenses. Solis was also charged with assault causing bodily injury to a family member in 2013. His last traffic charges was filed in 2017.


Update: Horizon police arrested Oscar Solis and charged him with intoxication manslaughter and collision involving death. They booked him into the El Paso County Detention Center on a combined $120,000 bond.

Police say they are choosing not to release the 17-year-old victim's name at this time out of respect for his family.

Witnesses at the scene told officers they saw a red truck drive away after the crash. Police tracked down the alleged driver, Solis, in Horizon City limits.

"We want to take the time to thank the community for all of your help and to the witnesses who stayed to render aid and provide all information available at the time," police officials said in an official news release Thursday. "We mourn for the family, as they are in our thoughts and prayers and for the loss of life of this young man."


Update: The Horizon Police Department have identified the victim as a 17-year-old. The boy was hit by a car and died at the hospital.

The driver fled the scene, according to Lt. Jesus Ortega of HPD.


Update: Horizon Police have told ABC-7 they are now unable to confirm the person's age. HPD had previously informed ABC-7 that the victim was a teen boy, they are now saying it's a "younger male."


HORIZON CITY, Texas (KVIA) -- A teen was injured in after being hit by a car in Horizon City on Wednesday Night, according to the Horizon Police Department.

The crash happened near the intersection of Pawley Drive and S Darrington Road.

Horizon Police confirmed the boy has been taken to Del Sol Medical Center, they have no information on the driver at the time of this article's publishing.

Special Traffic Investigators have been called out to the scene.
