Las Cruces Tattoo artist allegedly recorded sexual assault on phone, court documents reveal

UPDATE (April 13, 2026) -- According to police documents, 42-year-old Billy Porter allegedly recorded and uploaded a video of him groping the 19-year-old victim to Snapchat. Documents said the victim did not give him consent to record her.

Police documents obtained by ABC-7 said the victim allegedly went to Porter House Ink Piercing and Tattoo Wednesday for an appointment with Porter. When she arrived, Porter told her to drink from a bottle of Crown Royal Whiskey. Documents said Porter never offered drinks during their prior tattoo appointments. Documents also said the victim drank enough to feel a "little tipsy."

The victim's mother stopped by the tattoo parlor. Police documents said Porter allegedly began "aggressively flirting and hitting on her," which made her uncomfortable. The mother left.

After the parlor's employees left, Porter allegedly started groping and biting the victim, which she did not consent to, documents said. The incident escalated to sexual abuse, investigators said.

According to documents, the victim allegedly saw Porter upload a video he recorded of her to a "My Eyes Only" folder on Snapchat.

The victim reported the incident to Las Cruces Police Thursday.

Documents described the victims' injuries investigators found upon her arrival.

The New Mexico State Police later took over the investigation.

According to court documents, Porter is being held without bail.


LAS CRUCES, New Mexico (KVIA) -- A Las Cruces tattoo artist has been arrested and charged after authorities say he sexually abused a customer during an appointment.

According to New Mexico State Police, 42-year-old Billy J. Porter allegedly began groping and biting a woman while she was at his shop for a tattoo. Investigators say the incident escalated to sexual abuse.

Police said the woman left the parlor and later reported the incident to the Las Cruces Police Department.

Porter faces four counts of criminal sexual penetration, one count of criminal sexual contact and one count of selling or giving alcoholic beverages to a minor.
