I am proud to be serving in my third term as State Representative for House District 74 and have previously served as City Attorney for the City of Eagle Pass and the City of Brackettville. I am currently the Vice Chairman of the House Committee on Energy Resources.

Personal

Born in Piedras Negras, Mexico, and raised in Eagle Pass, Texas, I am a first-generation immigrant and the owner of my family’s tortilla factory in Eagle Pass. After graduating from the University of Texas at Austin and earning my Juris Doctorate at St. Mary’s Law School, I am also currently the managing partner at Langley Banack’s satellite office in Eagle Pass. Above all, I am a father of three incredible children.


If you are elected, what are your priorities for El Paso?

While I am proud to represent the largest district in Texas, encompassing eleven counties and over 770+ miles of the Texas-Mexico border, I am committed to ensuring funds are dedicated to the creation of the UTEP Law School, roadway improvements, ensuring adequate water supply, regulating data centers, and increased funding for our public schools.

What legislation have you introduced/passed that’s important to El Pasoans?

Last session, I was proud to support up to $8k in teacher pay raises, increased the homestead exemption for all Texans, and co-authored the constitutional amendment to dedicate $20 billion to water supply initiatives. This upcoming session, I plan on filing legislation to require the $7.5 billion federal reimbursement for Texas’s border security efforts to be reinvested in border communities to ensure border communities can fund the necessary projects.

What are your plans to ensure transparency and make sure you are accessible to constituents?

My cell phone number has never been private, and my office doors are always open to constituents who need assistance. Being raised working in my family’s tortilla factory, I believe strongly in the value of good customer service and carry that value to public service. I will continue to ensure constituents can reach me or our team directly.

What makes you the best candidate?

As an experienced Legislator, I care passionately about our border communities and ending the decades-long trend of state leadership overlooking our region and delivering results for our communities. No matter a constituent’s political persuasion, I am committed to ensuring everyone has a voice in Austin.
