El Paso Police arrest man for allegedly masturbating near Red Box machine

El Paso Police arrested a man Sunday night after he was allegedly seen masturbating inside of a vehicle while parked near a Red Box rental machine.

Police said the incident occurred on at about 8:38 p.m. Sunday at a convenience store in the 200 block of S. Americas.

A man was using the Red Box rental machine when he observed a man, later identified as 27-year-old Matthew Payan, sitting inside of an orange Chevrolet Cavalier which was parked in front of the Red Box. As the man walked towards his vehicle, which was parked near the Cavalier, he then observed the man masturbating.

The man was able to write down the license plate to the vehicle and called police. Police officers arrived and found the Cavalier still in the parking lot and identified Payan as the person who was allegedly masturbating in public. During the investigation Payan admitted to this not being the first time he had masturbated in a public place, according to police.

Payan was placed under arrest and charged with Indecent Exposure. He was booked in to the El Paso County Detention Facility with a bond of $300.00.
