Emotional debate at El Paso city council

the rules spiraled into an emotional tit-for- tat. here’s our maria garcia live with the story: city rep michiel noe proposed some changes to city council meetings. in an effort he says to make them more efficient and professional. but soon the conversation turned into a discussion about fairness. hear what city rep lily limon said about how she feels when project in her district are denied: “i asked which basketball court was not resurfaced and i was told your court, that’s not my court. that’s not my court. that is district seven.” there were all kinds of accusations from city reps about what’s fair and what’s not. the discussion stemmed from these rule changes from city rep. michiel noe. at noe’s suggestion, the council approved giving city employees an extra week to prepare their items for city council meetings. and providing the public with background information on whatever the city reps want to talk about. finally – the last thing they agreed on: turning off the microphone of any member of the public who says inappropriate things: “and i’m not saying that we should limit free speech. i’m just saying that they could make their point and still follow the rules that we’ve set which is to speak respectfully.” noe also proposed a rule that would require a city rep to get two more signatures to put something on the agenda. he said that would ensure issues get vetted before they make it to a city council meeting. other city reps are concernd that would lead to city reps talking about issues before the meetings. that failed – with the mayor breaking the tie. in favor were noe, acosta, romero and niland. and against were svarzbein, romero, robinson, and limon. abc-7 is working to learn more about
