it’s groundhog day—will there be more of this wintry weather in the borderland today—we’ll let you know with our first alert coverage and if punxsatawny saw his shadow this morning “iowa had made visit to juarez—how non- law enforcement officials are preparing for the pal’s visit on this side of the border. / it’s official—punxsutaw ny phil did not see his shadow this morning. we should now expect warmer temperatures and an early spring… but phil’s predictions aren’t always on the mark. since 19-88, phil has been right 13 times, but wrong 15 times! last year, the groundhog saw his shadow. but while the u-s had below- average temperatures that february, temps went above-average in march. / we definitely saw a taste of winter weather here in the borderland on monday— this is video we shot over in northwest el paso on transmountain. some parts of town just got some flurries but one thing was certain—it’s still winter around the borderland. / a very good morning el paso, las cruces, and juarez. i’m stephanie valle. and i’m hillary floren. good morning, everyone. west to northwest winds will push cool air into southern new mexico and west texas this week. as a result the borderland will see chilly mostly dry weather this week with temperatures remaing around 10 to 15 degrees below today through saturday. warmer near normal temperatures are expected early next week. we’ll take a look at the whole forecast coming up! hillary clinton declares victory overnight, and the iowa democratic party says she is poised to be awarded more delegates. while ted cruz wins the republican vote, putting donald trump in second place, with marco rubio hot on his heels. abc’s lana zak is in iowa with the latest it’s your voice, your vote. / sanders it looks like we are in a virtual tie. a razor-thin margin separates bernie sanders and hillary clinton in iowa, in some precincts a coin toss broke the delegate tie- nats coin toss the clinton campaign saying this morning, they won. but clinton didn’t officially declare victory in her speech. instead she took on the republicans- hillary clinton: i will not — i will not let their decisiveness, their efforts to rip away the progress that we’ve made be successful. so as i stand here tonight, breathing a big sigh of relief, thank you, iowa by contrast, it was a decisive win for ted cruz- ted cruz iowa had made clear to america and the world, morning has come. and trump was gracious in his second-place finish- trump i absolutely love the people of iowa. might come here and buy a farm, i love it. and just one-point continues until the pope visits juarez– the city is bracing for an influx of spectators to south el paso. new this morning– we’re learning how non- law enforcement agenices are taking part to keep everyone safe. good morning el paso’s denise olivas is live with the details…denise? the red cross chapter of el paso is just as ready as law enforcement agencies for the papal visit february 17th. the executive director says he expects 100 to 150 volunteers to take part. the red cross is part of a master plan set up by the office of emergency management. executive director jason brewer says the red cross started planning weeks ago. brewer says the red cross’ presence will be felt among the masses. wherever there is a crowd- it will be on-hand as an extra resource– but it does have a priority: “we’re going to be providin support to first responders and law enforcement…keep those folks safe” brewer says while they are there to support personnel– the red cross is ready instantaneously in the event of an emergency. we’ll talk about the in our next half hour. the pope’s visit is just 16 days away — and that day — the border highway will be for emergency responders only. contnuing our complete coverage… el paso police are planning for large crowds to fill the segundo barrio — but they will not allow anyone on the border highway to try to catch a glimpse of the pope. they say they don’t expect problems but they need to keep routes open for emergency vehicles. police also say the highway just isn’t meant for large crowds. meanwhile—resident s in the segundo barrio are concerned about the abundane of police that will be in their neighborhood in a little over two weeks. at last night’s meeting—they expressed their concerns about how expired plates or registration on their cars may get them in trouble. police reassured residence they will not be ticketing people in the neighborhood that day. new information this morning from a house fire that happened in anthony over the weekend. the fire happened early sunday morning on the 400 block of poplar. the el paso county sheriff’s office told abc-7, that when they arrived on the scene, neighbors told them an elderly man was inside the home. when deputies went inside looking for him they were unable to locate the man, but while inside, ty rescued two dogs. the elderly man was also found safe with e-m-s moments later. the cause of the fire and how much the estimated damage was—has not been released. / new this morning— the el paso county sheriff’s office is still investigating after they found an unresponsive man in montana vista on sunday. according to the sheriff’s office they were called out to the area of flagger street and tangerine avenue around 5 p.m. when they arrived on the scene they found the unresponsive man was deceased. the sheriff’s office major crimes unit and crime scene investigators are still investigating. no other details were released. / also new this morning— the el paso county sheriff’s office has released the mug shot of the man arrested after a rollover in north west el paso . the rollover happened sunday near fabens around 4 a.m. when deputies arrived — they found the driver — 20 year-old jose gomez. deputies say he wasn’t hurt — but he was intoxicated. he was arrested and booked in the downtown county jail. el paso police are asking for your help after a man was attacked at a bar last month. the man died from his injuries last week. police have not identified him. the attack happened january 22nd outside el patron bar, on paisano in central el paso. no one has been arrested– and no information is being released about possible suspects. if you have any information, you are asked to call el paso police. now to some abc-7 traffic alert to pass along— at 8 p.m. tonight until 5 a.m. everyday until friday—-loop 375 south will be complete closed between bob hope and the americas interchange. crews will be placing bridge deck panel as well as steel beams in that area. and don’t forget about the closures for downtown— we have several road and lane closures starting today for the downtown streetcar project. there will be lane closures on stanton at baltimore drive. stanton will also be shut down from arizona avenue to montana avenue. the intersection with rio grande will be shut down as well. texas avenue will be closed to east and westbound traffic on kansas street. and there will also be some lane shifts at franklin and kansas. / now it’s time to take a look at the tx-dot traffic cams… still much more to come here on following the new law allowing license- holders to carry concealed handguns on public universities. utep’s campus concealed carry task force spents months gathering suggestions to move forward. suggestions included forbidding licensed hand gun owners from carrying a concealed gun at voting locations, health care centers and sporting events.
