Texas Governor authorizes flags lowered to half-staff for fallen Officer Ortiz

The Governor’s office at the request of Mayor Leeser has authorized the lowering of State Flags in El Paso to half-staff in honor of Officer David Ortiz.

“As per your request, state flags in the City of El Paso, and any adjacent or adjoining political subdivisions, may be lowered to half-staff in honor of the life and public service of El Paso Police Officer David Ortiz on the day of his funeral once it is set by his family. Flags should return to full-staff at the beginning of the following day.”

Protocol for display of the State Flag is set-fourth in the TEXAS Government Code as follows:

GOVERNMENT CODE; TITLE 11.;CHAPTER 3100. STATE FLAG
Sec. 3100.065. DISPLAY AT HALF-STAFF.

(a) If the state flag is to be displayed at half-staff, the flag should be hoisted to the peak of the flagpole for an instant and then lowered to the half-staff position.

(b) Before the state flag is lowered for the day, it should first be raised to the peak of the flagpole.
