EPPD releases new details of two Houston men in alleged ‘jugging’ scheme

A released complaint affidavit gives new details on how two Houston men allegedly followed victims after they left banks and attempted to rob them.

The affidavit says on Wednesday police got a call in reference to a burglary of a car at the Bank of America at 1330 Lee Trevino St. The owner found his front driver-side window broken. The owner of the car told police he arrived at the bank after coming from another financial institution.

A witness who was in the bank told police she saw a man wearing all black getting out of the victim’s car and leaving the scene in a black Jeep Grand Cherokee.

Police say they were able to get information that led to the surveillance of 29-year-old Napoleon Harris and 24-year-old Anthony Ray Hackett Jr.

Police caught up with the alleged suspects at the the Motel 6 on Lomaland Street.

Police say they followed the two men to the Wells Fargo branch at the corner of Resler and Mesa streets. They say the two suspects parked in front of the bank and observed customers carrying money bags or envelopes. The suspects would allegedly follow the customers to their next destination.

The court documents state the men followed one woman to the Grace Gardens party hall but the woman got out of her car with the money. They eventually left.

Police say the men ended up going to several banks on El Paso’s west side and ended up at the Bank of America branch located on Remcon and Mesa streets.

The two men allegedly witnessed one man leaving the bank with a money envelope. Police say the men followed the man to Lowe’s Home Improvement store.

The men allegedly waited for the victim to enter the store and that’s when police say they saw one of the men shatter the victim’s window, remove the envelope with $2,760 from the car and leave the scene.

Police continued to follow the two men as they went to several banks on El Pas’s east , central and northeast sides.

Once the banks closed police followed the men back to the hotel and arrested the two men without incident.

Police say the Jeep was a rental vehicle from Enterprise Rent-a-Car.

Under custody, both men waived their rights to have a lawyer present and both admitted to targeting, stealing or attempting to steal money from people leaving area banks, police say.
