HCPD announces third arrest made in Horizon arson investigation

HCPD

HORIZON, Texas (KVIA)-- The Horizon City Police Department (HCPD) announced Sunday that Ruby Leann Hernandez was the third individual arrested in connection with a July 2, 2026, residential arson investigation.

As previously reported by ABC-7, officers from HCPD responded to a residential fire on Desert Silver Drive on July 2. Officials say the residence and three vehicles sustained extensive damage, with preliminary property damage estimated at approximately $274,000. All occupants evacuated safely, and no human injuries were reported, but officials say a family pet died in the fire.

According to police investigation, HCPD detectives determined that fireworks were used to ignite the fire. HCPD says the department’s Flock Safety camera system, along with additional investigative evidence, helped investigators identify individuals suspected of involvement.

HCPD officials say the investigation resulted in arrests and juvenile processing between July and October. On October 8, 2026, Hernandez, the final outstanding suspect, was taken into custody on an arrest warrant for arson and booked into the El Paso County Detention Facility.

Chief Marco A. Vargas recognized the coordinated efforts of HCPD’s Criminal Investigations Division, Patrol officers, Emergency Services District No. 1, and assisting law enforcement agencies.
