Report: Driver struck mother at Tippin parking lot twice, driving over posted speed limit

The driver involved in the deadly accident at Tipping Elementary School on the first day of school was not tested for alcohol or drugs, a Texas Department of Transportation report states.

The report also shows Roger Hawkins, 58, the driver who caused the crash and death of Karisma James, has not been charged.

The crash happened on a busy school parking lot at the end of the first day of school on August 13, 2018.

The report shows James was actually struck twice by the driver, Roger Arthur Hawkins. The first time she was struck, James fell into a sitting position. The second time, James was struck in the head, believed to be the hit that killed her.

The report states James’ daughter and Atindra Satesh Kumar, both students, were pinned underneath Hawkins car. Hawkins then reportedly put the car in reverse, allowing witnesses to pull the two children from underneath the car carriage.

Kumar suffered cracked ribs and a punctured lung. He was taken to El Paso Children’s Hospital for treatment. A third child, Jame’s son, was also struck.

The report also shows Hawkins was driving faster than the posted five miles per hour.

ABC 7 asked EPISD representatives why Hawkings was not charged. They say El Paso Police will make that final determination.

EPISD police said Hawkings said he became disoriented when he crashed into a vehicle as he pulled out of a parking spot. After he struck the children, Hawkings became even more disoriented and ran over James, police said.

A 47-year-old woman and two children, ages 10 and 7, were riding inside Hawkings’ car at the time of the accident.
