El Paso Central Appraisal District presenting preliminary property valuations ahead of May deadline
El Pasoans are working to file protests to their property valuations as the county continues to release mass appraisals.
The El Paso Central Appraisal District offers three different ways for property owners to file a protest, which they specifically noted during a presentation to El Paso County Commissioners Court:
- A property owner can file through a hardcopy: which includes, by paper fax and email. This way includes an appraisal notice, and the forms must be printed through the website.
- Protests can be filed digitally by filling out an online form. These can be accessed through a property search or a QR code. Then property owners can upload evidence, as well as have n informal hearing.
- The third option is an E-file; propery owners can make an account online, upload evidence and receive an offer through their email. No informal hearing is available with this option.

ABC-7 spoke to an El Paso who owns property in the Lower Valley, and explains what the protest process has been like for him in the past.
"I had to prove a lot in order to prove the property was mine, so I had a review and the review...and the change on the taxes came after the new appraisals came out," said Ronald Tapia.
EL PASO, Texas (KVIA) -- El Paso County Commissioners are scheduled to hear a presentation about mass appraisal on property valuations Thursday, April 20th.
These valuations directly impact residents' property tax rate.
The EPCAD reports that there are over 230,000 single family house across El Paso County and they report that mass valuation rates are based on these criteria: direct comparison, cost and income.
For residents who want to protest their homes appraisal, the upcoming deadline is May 15th, or 30 days from whenever they receive their appraisal notice. Protests can be filed through hardcopy, digital or E-file.
