Lozano Disapproves Of The Way City Manager Handled Quintana Situation

EL PASO, TX – City Representative Alejandro Lozano does not approve of the manner in which City Manager Joyce Wilson has handled the situation with Rachel Quintana.

Quintana is currently being investigated by El Paso Police for allegedly mis-representing her employment with FED-EX in order to get a discounted airplane ticket with Southwest Airlines. Officials with FED-EX revealed Quintana stopped working for the company more than a month ago.

Southwest Airlines filed a complaint in regards to the incident with city officials. The office of city Manager Joyce Wilson then referred the matter to the El Paso Police Department.

Lozano believes Wilson and her office should stay out of ethical issues because they are supposed to be handled by the City Ethics Commission. A complaint has yet to be filed with the commission, according to Lozano.

Hetells ABC-7he’s spoken with Quintana about the matter. She claims there is some question of whether she was still on the payroll atFED-EX and is still entitled to discount airfare.

ABC-7 spoke with theFED-EX employee whose name appeared at the bottom of the letter Quintana allegedly presented to Southwest Airline officials verifying employment with the company. The employee had no comment on the issue.

“One thing I’m suprised of is, that as oftoday, nobody has filed any ethics complaints,” said Mayor John Cook, who said the City Manager and her staff have the right to report ethics violations.

“Any member of the public or city staff should feel comfortable with whistleblowing,” added Cook.
