Two face new animal cruelty charges in Horizon City arson case

HCPD

HORIZON, Texas (KVIA) -- The Horizon City Police Department (HCPD) has filed additional criminal charges against Jesus Adrian Servin, 23, and Ruby Leann Hernandez, 17, previously arrested in connection with a July 2, 2026, residential arson investigation.

As previously reported by ABC-7, officials began an arson investigation after a residence located on Desert Silver Drive located in Horizon caught fire back on July 2, 2026.

Officials said the fire caused extensive damage to a home and multiple vehicles on Desert Silver Drive, and officials later confirmed that the blaze also resulted in the death of the family’s cat.

Months following the fire, HCPD confirmed with ABC-7 that three individuals were arrested in connection with the fire: a 15-year-old juvenile, Hernandez, and Servin.

HCPD says detectives secured additional arrest warrants with a charge of Cruelty to Non-Livestock Animals following the investigation.

Servin and Hernandez were rebooked Friday into the El Paso County Detention Facility on the new charges, and according to officials, the arrests of the two were made without incident.

The Horizon City Police Department says the department remains committed to protecting our community, including its animals, and thoroughly investigating crimes that endanger lives and property.

The Horizon City Police Department did not confirm whether the 15-year-old will be charged with Cruelty to Non-Livestock Animals as well.
