Fort Bliss raises risk level to ‘HP Con Charlie’ amid virus outbreak that now infects 7

FORT BLISS, Texas -- Fort Bliss effective 6 p.m. Wednesday upgraded the risk level condition it is operating under amid the threat posed by the coronavirus outbreak that has now infected seven people at the post.

The three newly confirmed virus cases at Fort Bliss involve two civilian Department of Defense employees and one additional person, said Col. Matthew Eiburg, the post's acting commander.

The first four cases at Bliss all involved members of a U.S. Army reserve unit assigned to the post who are currently quarantined along with the rest of that unit.

Military officials have now gone to "HP Con Charlie" - a risk level that indicates the virus poses a substantial threat and there is the likelihood for community spread.

For "HP Con Charlie," Fort Bliss officials provided the below outline of the impacts. Many of the restrictions put in place mirror those implemented recently by the city and county of El Paso.
