El Paso Police identify pedestrian killed on I-10 last week

The pedestrian who died in the I-10 collision early Aug. 2 near Downtown has been identified as 48-year-old Toby Balkmon.

Balkmon, of El Paso, was dead and in the roadway of I-10 west at mile marker 18.

At the same time Robert Ingo, who was driving a 1991 Nissan Sentra and Lorena Meza was driving a 2007 Chrysler Van west on I 10. Balkmon was struck by Ingo’s and Meza’s vehicles.

Both Ingo and Meza called 911 immediately and later met with police investigators. No charges are pending against the drivers of the two vehicles which struck the pedestrian.

The reason the pedestrian was in the roadway of I – 10 is still under investigation. Police said it is unknown if alcohol is a factor on the part of the pedestrian/deceased at this time.
