Crimea votes to join Russia

Western leaders are planning to move swiftly to punish Russia with economic sanctions.

The move follows a secession referendum Sunday in Crimea. Residents there voted to join Russia.

The U.S. and European Union say the referendum was illegal under the Ukrainian constitution and the vote was held under duress in a region crawling with Russian troops.
