police caught the man they say hit a sunland park officer with his car. stick around to see it all from the officer’s point of view with dashcam video from the incident. the president is coming to the aid of his former secretary of state — as republicans unleash a new attack ad focused on her email server. a very good morning el paso, las cruces, and juarez. i’m stephanie valle. and i’m hillary floren. good morning, everyone. a live look at stormtrack doppler radar is showing… currently around our region… here’s your day planner for today… expect skies, winds and temperatures in the by 8 am, by noon and for your drive home around 5 pm. we’ll talk more about what to expect for the rest of this work week and the weekend ahead coming up in your full forecast. the president is defending hillary clinton, calling her use of a private e- mail server, “a mistake.” the comments come a the republican national committee releases a new attack ad focused on that controversy. andrew spencer explains. president barack obama, in an interview with c-b- s’s “60 minutes,” addresses hillary clinton’s use of a private e-mail server. “i don’t think it posed a national security problem. i think it was a mistake that she’s acknowledged.” he says the controversy has been “ginned up” because of politic “this is one of those issues think is legitimate, but the fact that for the last three months this is all that has been spoken about is an indication we’re in presidential political season.” the issue has certainly dogged clinton’s campaign. republicans haven’t been afraid to latch on.. presidential candidate ) “i did not e-mail any classified material…” the republican national committee paid for this new attack ad, accusing clinton of misleading the public. the tag line reads, “hillar clinton is not telling the truth — again.” though u-s agencies hav retroactively classified hundreds of clinton’s e-mails, she says none of it was classified at the time it was sent. the r-n-c is releasing the ad ahead of tuesday’s democratic debate — targeting supporters of her biggest primary rival up to this point: senator bernie sanders. i’m andrew spencer, reporting we’ll have more on the presidential campaign trail a little later. including what donald trump is saying about gun control after the deadly shooting in oregon. and in our ’round the clock coverage… police are investigating a stabbing that left one person in critical condition. it happened around midnight near hercules and mount everest. emergency radio scanners say the victim was found unconscious with three stab wounds to the chest. there’s no word yet on who the victim is. but they were taken to the hospital in critical condition. so far there’s no information on any arrests. police arrested the man they say hit a sunland park officer with his car. he’s 41-year-old jaime sandate. police say they think he was under the driving under the influence when he hit the officer. his bond is now set for one million dollars. this is dashcam video from the chase obtained by abc-7. it shows the officer getting out of his car… and getting hit by the suspect. police chief jaime reyes says everything happened in the blink of an eye: “from the look of the video h didn’t even have the time to draw his weapon to try to defend himself. his first reaction was to get away from the guy because of how quickly it happened.” sandate was later caught and is charged with attempted murder in the first degree. officials say the officer only suffered bruises and a sprained ankle. some sunland park residents say corruption within the city is pushing them to try to disincorporate sunland park and become a part of dona ana county instead. abc-7’s jamie warren has more. 18-25 30-37 “the corruption. and it never ever ends.” built u frustration is what prompted 14 community members to file a petion to disincoporate sunland park. “it is a bit of a shock” mayor javier pere tells me one of the biggest consequences, would be the loss of services. “this doesn’t mean that oh yeah, only elected officials are going to be gone. no, absolutely not. this means the entire payroll for the city of sunland park would be completely eliminated.” but petioners tell me they are fine with that– since they’ll be under the supervision of dona ana county instead. “but to m its better to be part of the county because that thing’s going to have a long ways to be set right you know” they sa they considered the petion even before the recent arrests of councilors sergio carrillo and daniel de los santos. some of their complaints– they point to a number of building issues, including a history of corruption and fraud by city officials, poor annual audits, high property and sales taxes and inadequate road and water facilities. perea tells me those audits have been cleaned up. he says the city’s fixing other internal issues and they want community input. “there’s still a lot of work to be done. and we will be tackling those issues one step at a time” but for these petioners, change isn’t happening fast enough. “how many chances d people need before they get it right” it should also be noted that the city of sunland park is looking into annexing santa theresa. santa teresa is located west of el paso, next to sunland park. but some residents in santa theresa don’t want that. the only way to prevent that is for santa theresa to become a city itself and they’ve already started the process. county commissioners will take up the question of cost of the census on the santa teresa incorporation on oct. 27. a new article by the website “buzzfeed” says texas, includi el paso — is breaking the law by throwing people behind bars for being too poor to pay traffic fines. the article is called, “their crime: being poor — their sentence: jail.” it cites a texas statute that requires that a judge hold a hearing to assess the defendant’s finances before ordering them to jail. if the defendant cant afford to pay, the judge must offer community service instead. an investigation by buzzfeed reviewed 100 of the court’s case files for people in el paso jailed for at least five days last year. it says judges hadn’t considered finances for any of them. in less than a month– voters of el paso county will get to decide on millions of dollars in funding for public roads. on last night’s abc-7 xtra– democratic state representative joe picket stopped by our studio to make a case for the proposition 7. good morning el paso’s denise olivas is live with a recap …denise? proposition 7 would pump an extra 2.5 billion dollars a year into the state highway fund to help improve the aging infrastructure of el paso roadways– something we all use everyday. this is how proposition 7 works. if approved by voters- it could provide an extra 2.5 billion dollars a year for roads starting with the 2018 budget. this would not create new taxes. the money would come from state’s general sales tax, the motor vehicle sales tax, and the rental tax. picket mentioned prop 7 would not help fund toll roads. he says if prop 7 does pass he would propose getting rid of the onle toll road in el paso on the border highway. he says it’s just not being used: “if you look at it righ now…that’s it” election day is on november third. and today is columbus day which means some businesses and schools will be closed. the closures include all banks and post offices… as well as the el paso county offices. and it’s good news for some students. las cruces public schools and ysleta i-s-d are also closed today. but for utep, nmsu, and epcc students class is still going on today. city hall and government will also be open – as well as all local school districts except yisd. now it’s time to take a look at the tx-dot traffic cams… iraq’s defense ministry released new video of coalition airstrikes. but who are they targeting? and what did they hit? those details, coming up. and october is breast cancer awareness month. but what kind of new research is being done to help those who get sick? coming up, we’ll take a look at how a trip to the zoo might be the answer. meteorologist krystal klei has your detailed forecast. krystal… and this is abc-7, where news comes first!
