a one car rolled over. it happened just before 5 o’clock this morning. this is new video from our round the clock crew on the scene. life ambulance said two people were taken to the hospital but would not release their conditions. our newsroom is working to get more details. we will continue to update you throughout good morning el paso with the latest. temperatures will climb back into the 60s to around 70 today in the lowlands of southern new mexico and far west texas. temperatures will continue to slowly climb through the weekend with just some passing high clouds expected on saturday. breezy conditions can be expected monday followed by slightly cooler temperatures tuesday. four people are dead, including the gunman, after a series of shootings in south-central kansas and police are still trying to determine a motive.. developing now. hesston police say 38-year- old cedric ford, is responsible. all of the people who died were shot inside excell industries, which makes lawn mower products. law enforcement killed ford, who was an employee. 14 other people were injured in the shooting which took place at a total of four locations on thursday. it’s your voice your vote the gop presidential candidates are barreling into the final stretch to super tuesday after a name-calling, insult-trading, finger-pointing final debate. the houston debate featured a tag-team attack on donald trump by marco rubio and ted cruz. both senators are anxious to take down the front- runner before it’s too late to stop him. eleven states vote on tuesday, with 595 delegates at stake. trump has three straight victories behind him, and momentum on his side. his rivals know they have to change that dynamic to halt trump’s march toward the nomination. super tuesday is march 1st, but you can building and military checkpoint in baghdad on thursday. isis claimed responsibility for the attacks via statement posted on social media. in one attack, the bomber detonated his belt among people leaving the place of worship killing 10 and wounding 34. another bomber hit the checkpoint- killing 5 and injuring 14. four of the victims were soldiers. meanwhile developing now… voting is underway in iran for parliamentary elections. this is the country’s first election since its landmark nuclear deadl with world powers last summer. the vote is seen as a referendum on the policies of moderate president hassan rouhani . he is credited for bringing about the deal that curbed the iran’s nuclear activities in exchange for the lifting of crippling international sanctions. abc-seven is breaking down the investigations into city manager tommy gonzalez … and how the city paid for the new baseball stadium downtown! the independent investigator found gonzalez did not violate the law or his authority when he approved the search for a new financial adviser. there’s also no evidence gonzalez or city rep larry romero would have benefited financially from the city hiring firm estrada hinojosa. gonzalez reported three honorariums for outside speaking engagements. but he didn’t specify the amount. the investigator recommends the council ask gonzalez to provide documentation on any outside pay and check if his financial disclosures are current and if there are any conflicts of interest. and now to the ballpark financing…. through an open records request, we found out city manager joyce wilson delayed the issuance of the ballpark bonds for the 2013 mayoral election. this latest investigation says wilson may have been politically influenced. according to the report – wilson refused to name the several city reps she says brought up the idea of delaying the issuance for the election. but all the city reps from that time say they didn’t ask wilson to delay the issuance. so either someone doesn’t remember or someone is lying. the report did show that in june the contractor building the ballpark told the city it need more money – which created further delay. wilson could have and was scheduled to bring the bond issuance to council on april 30th but didn’t. and she delayed despite warnings from the financial adviser saying it was risky. she did not return any of our phone calls but our abc-7’s maria garcia will be discussing the issue this sunday on abc-7 extra with mayor oscar lesser. city representative larry romero spoke with abc-7 off- camera about the ethics investigation into him. only on abc-7 this morning– you might remember, just this week… the city’s ethics commission voted to continue investigating romero. that’s because of the ethics complaint that was filed against him regarding the search for the city’s new financial adviser. again, that job almost went to this man’s company… noe hinojosa. so when abc-7 spoke with romero he said first and foremost his number one concern right now is his health. we asked if he was going to answer questions from the the city’s ethics commission. he said: ” i held a news conference… i was on abc-seven xtra for a half hour… i already answerd all the questions…i left it all on the table it’s all out there so why do i have to do it again?” he ethics council has set a date for a hearing into the investigation april 13th. they need to try to question him before he’s replaced in the may 7th elections or else they they say they won’t have any jurisdiction or power to do anything. meanwhile.. the city has a blood problem… and united blood services is asking for health… it’s running empty. the lag is in part due to regulations attempting the curb the spread of the zika virus, a disease spread through infected mosquitos. people are being asked to wait 28 days to donate blood if they’ve been in mexico. and that incldues juarez. of course thousands just traveled across the border for the pope’s visit. and u-b-s is already running short of blood, since it’s being asked to send supplies to puerto rico where all blood drives have been cancelled due to the virus. if you haven’t traveled to mexico, you can donate starting today through sunday at cielo vista mall. meanwhile in japan–and new this morning– the first case of zika has been reported in japan for 2016. the health ministry says a 14- year-old boy tested positive after traveling to brazil at the beginning of this month. he reportedly had a fever along with rashes but is in stable condition. the ministry said it was the first case since the outbreak in central and south america last year and the fourth recorded case overall. the ministry announced it will extend 1- million dollars in aid grants to combat the rapidly spreading virus. just how effective is this season’s flu vaccine? according to the centers for disease control and prevention, so far it’s working pretty well. the c-d-c says this season’s vaccine cuts the chance of getting the flu by nearly 60-percent. that makes it one of the most effective flu vaccines in recent years. by comparison, last season’s flu shot only reduced flu risk by just 20- percent. meantime, the c-d-c notes that it’s still not too late to get a flu shot if you’ve yet to receive one. lots of closures … starting at 9 a-m … the northbound dyer exit ramp will be closed. this will last until 3 in the afternoon. the westbound copia exit ramp will also be closed. all these closures will be for maintnence. overnight… starting at 9 p-m … the southbound paisano exit ramp on us-54 will be closed. and the eastbound trowbridge exit ramp will be closed. this will be to repair guardrail damage. let’s check out the traffic situation again . the tx-dot traffic
