Horizon City fugitive leads troopers on ‘reckless’ chase with small child in car

EL PASO, Texas -- A federal fugitive with a small child in his car led Texas state troopers on a "reckless" chase through the streets of El Paso on Monday afternoon, authorities said.

The Texas Department of Public Safety said Richard Moreno, 25, of Horizon City refused to stop when troopers tried to pull him over for a traffic violation.

That led to the pursuit, which began on Desert Boulevard near Artcraft Road and would continued onto Doniphan Drive with Moreno "driving recklessly" in traffic, DPS said. A state eventually performed a PIT, or pursuit intervention technique, maneuver, to bring the chase to an end and take Moreno into custody.

Authorities said they discovered Moreno had a woman passenger along with a small child in the car; neither were injured in the chase or face any criminal charges.

Moreno was wanted by U.S. Marshals on federal weapons charges. In addition, DPS has now charged him with felony evading arrest in a vehicle, child endangerment and drug possession.
