31-Year EPPD Veteran Placed On Administrative Leave

A 31-year veteran of the El Paso Police Department was placed on administrative leave after concerns arose during a quarterly internal audit performed on overtime, the Department announced Thursday.

According to a news release, Lt. Alfred Lowe is being investigated for his administration of two grants the Department received for gang enforcement.

Chief Greg Allen placed Lowe on administrative leave pending the outcome of the investigation, effective Monday. Lowe is assigned to the Crimes Against Person’s unit.

The investigation is ongoing and no other information was released

The city’s Internal Auditor found violations in the oversight of a state grant received to assist in gang operations during a routine quarterly audit of overtime expenses, in which Lowe’s name was flagged.

Lowe is being investigated by Internal Affairs and a Special Investigations Group.

Because there have been various issues with grants recently, City Manager Joyce Wilson and Allen have taken the following actions to ensure all grants are administered accordingly.

An auditor has been placed in the police department’s grant division to review all grant operations, and assist police department in placing proper protocols and internal controls in place. Police administrative staff are working with Deputy City Manager David Almonte to create a contract/grants administration and compliance position to oversee all grant operations within the department. The position will be a non-sworn professional position with the proper credentials to manage this important function for the agency.
