canal near diana and vulcan, in northeast el paso. the woman inside the car drowned. residents were angry because they felt a guardrail there would have saved her. the project is now nearly complete. stephen decatur investigated why it took so long. stephen: in september, 2014 constance manzanares died when her car was swept into the diana drive canal by fast moving water. unknown witness: “they tried to get her out, but all that water was coming. stephen: nearly four inches of rain fell in northeast el paso that day, and the water rose quickly, but residents in the area think a guardrail, could have prevented tragedy. “so a railing would have saved her life? oh yes, it would have saved her life.” stephen: now the railing is nearly up, just in time for monsoon season, but some residents are still upset, it’s been nearly two years, and many are wondering why it took so long? nicolas camargo: “get it don already, in general just the construction in el paso, but especially right here because it does seem to be kind of a death trap, so step on it”. stephen: w reached out to el paso water about why it took so long to get the guardrails, the utility responded with a written statement saying, “el paso water began a study of the area in january of 2015 to carefully consider the most cost- effective solution for the driving hazards along diana drive during rain storms. funding was not available for the diana guardrail project until fiscal year 2015-16. design of the project began in september of 2015, and construction began in march of 2016.” nicholas camargo: “i thin it’s good that they are finally starting them, but it’s taking a little while.” stephen: still there is frustration with how long it’s taken since construction stated, but it’s nearly finished now. stephen decatur, abc-7. we’re told that the project should be completed in about two weeks or less, and that the recent delay was due to issues with thick concrete along the canal. utep running back aaron jones has entered a d-w-i diversion program. his
