Proposition 1 – Angelo State University Amendment

Section 17, Article VII of the Texas Constitution establishes the higher education fund and makes annual appropriations to qualifying institutions of higher education. Those institutions are grouped together according to the university system with which it is associated and receives funding accordingly. Currently, Angelo State University is listed with the Texas State University System.

During the regular session of the 80th Texas Legislature (2007) House Bill No. 3564 proposed that Angelo State University change its status from Texas State University System (TSUS) supervision and become a part of the Texas Tech University System (TTUS). On September 1, 2007 HB 3564 passed.

Why Vote For Prop 1This amendment updates Section 17, Article VII of the Texas Constitution to reflect that Angelo State University, once a part of TSUS, is now part of TTUS. This amendment will allow the transfer of facilities, funds and administration and insure that previous and future allocations of constitutional funding will not be interrupted.

Why Vote Against Prop 1Although some opponents questioned the appropriateness of the change in status, the bill authorizing the change passed. There is no significant reason for not voting to update the constitution to reflect this change.
