Victoria Man Pleads Guilty To 2006 Slaying Of CPS Worker

VICTORIA, Texas (AP) – A Victoria man today pleaded guilty to murder and kidnapping in the 2006 killing of a Child Protective Services worker.

Under the plea deal, Jeffrey Frank Grimsinger won’t face capital murder or aggravated sexual assault charges in the slaying of his father’s girlfriend.

The Victoria Advocate reports Grimsinger was also charged with robbery, burglary and kidnapping.

Sally Blackwell was a 53-year-old CPS administrator when she was reported missing in March 2006, after failing to arrive for work at a part-time counseling job.

Her body was found the next day about five miles from her home — in a pasture. She was wearing pajamas. Investigators say she’d been strangled. Police arrested Grimsinger in August 2006.

Grimsinger faces a life sentence for murder, and another 20 years in prison for kidnapping. The sentences will run concurrently.
