Different Judge To Preside Over David Leonard Wood Hearing

EL PASO, Texas — Judge Bonnie Rangel will no longer be the judge presiding over the hearing that determines whether convicted serial killer David Leonard Wood is mentally capable of standing trial.
Rangel cited health reasons, specifically a recent car wreck in West Texas, for moving the case to visiting Judge Peter S. Peca, Jr.
The transfer was decided over the phone, not in a federal courtroom in Downtown El Paso.
Wood’s execution was stayed in August after his attorneys won an appeal concerning Wood’s mental capacity.
