As El Paso County Attorney for seventeen years, I drafted legislation, testified in the Legislature on specific bills, and advocated for the legislative agendas of the county, hospital district, and chamber of commerce. We helped pass historic legislation: colonias legislation that mandated water and sewer; first state environmental court; first county building codes legislation; and, first county ethics legislation.
