El Paso Police: Man Arrested For Exposing Genitals To Teen Girl

El Paso Police have arrested and charges a 26-year-old man for allegedly exposing his penis to a 17-year-old girl.

Police began their investigation on Feb. 22 of this year after receiving information that a man was standing near a bridge located in the area of 600 S. San Marcial and exposing his penis to females as they walked in the area.

Police said the victim told police this man has been exposing himself to her for about four years and on some occasions he has been seen masturbating.

The victim was able to provide investigators with evidence that implicated Soto as the suspect in this case, police officials said.

Police located and arrested Soto on Feb. 22. Soto was booked into the El Paso County Detention facility on a charge of Indecent Exposure (misdemeanor). His bond was set at $7,500.00
