Heavy rains caused flooding and significant damages in Juarez over the last week.
Life is slowly returning to normal yet a taxed infrastructure has led to many roadways still being flooded.
Several cyclists said that city leaders could do a better job at allocating funds to pay for a more effective flood control projects in the southern part of the city where flooding is worst.
