Leeser decided not to run for reelection and some believe he will run for the congressional seat vacated by Rep. Beto O’Rourke, who is running against Texas Sen. Ted Cruz.
The mayor is scheduled to deliver his final speech at Noon at the Judson F. Williams Convention Center in Downtown El Paso.
Leeser is expected to address the City’s growth and and reflect on his accomplishments during the last four years.
