Driver dead, off-duty officer in ICU following serious crash in Horizon

HORIZON, Texas (KVIA) -- Officials with the Horizon City Police Department say the driver of a car that hit an off-duty officer at the scene of a crash has died. They say emergency crews rushed 75-year-old Martin Arambula Vargas to the hospital, where he later died.

The off-duty officer, Eddie Tibuni, is a deputy with the Culberson County Sheriff's Office. He remains in the ICU at University Medical Center, according to officials.

A Gofundme account set up for Tibuni states he was working off-duty at a construction site at the intersection of Horizon Boulevard and Darrington Road when he was run over by a car. The post states Tibuni was directing traffic around the construction site at the time of the crash. Horizon City Police say a separate crash had just happened at the construction site moments before Tibuni was hit.
