Horizon PD make arrest in ‘refund scam’

HORIZON CITY, Texas (KVIA) -- Horizon City Police arrested Miguel Arturo Escobar Garcia, 48, and charged him with theft greater than or equal to $2,500.00 but under $30,000.00.

Investigators say Escobar Garcia allegedly stole over $5,000 by swapping damaged parts and keeping the proceeds, which were supposed to have been refunded to a local business. Horizon City PD calls this a "refund scam." Police did not name the business, but stated that it is located on the 14400 block of Horizon Boulevard.

"During the investigation, officers determined that Escobar Garcia had been engaged in this theft scheme for several months, unlawfully keeping funds that were intended for the business," Horizon City PD posted to social media today. "Following an interview with patrol officers, Escobar Garcia confessed to his actions and admitted to retaining approximately $1,200 of the stolen funds."

Officers booked Escobar Garcia into the El Paso County Jail on a $7,500 bond.
