Teen accused of fatal hit-and-run turned in to police by her father

Update (November 5, 2025): New court documents obtained by ABC-7 reveal that Vivian Rose Padilla's father was the one who turned her in to police.
Court documents state that during the crash, Padilla's car's front grille and other parts broke off. Investigators found the parts at the scene and were able to determine they belonged to a Kia Soul. When Padilla's father walked into Police Headquarters later the same day, he was able to confirm that Padilla drives a Kia Soul. The car was confiscated and police say they found blood splattered on the rear passenger door.
Court documents state that O'Conner was wearing a reflective vest, a helmet, and had lights on the back of his bicycle at the time of the crash. Investigators say he was hit from behind, thrown from the bicycle, and died at the scene.
The crash happened in the early morning hours of September 7, 2025. Police say that at 1:30 p.m. the same day, Padilla's father walked into Police Headquarters with Padilla to report her alleged involvement in the crash.
"She's the one that hit the person yesterday," Padilla's father is quoted as saying in court documents. Police stated that information about the crash had not been made public at that point.
EL PASO, Texas (KVIA) -- The El Paso Police Department arrested an El Paso woman in connection to the death of a man riding a bicycle in central El Paso two months ago.
19 year-old Vivian Rose Padilla was arrested and charged Monday with Collision Involving Death and booked into the El Paso County Jail on a $50,000 bond. Jail records indicate she was released after posting bail today.
As ABC-7 has reported, police identified 52-year-old El Paso resident David Carmine O’Conner as the man killed in a hit-and-run crash in September.
According to police, O'Connor was riding an electric-assisted bicycle around 1:30 a.m. on Sunday, September 7 on Pershing Dr. near Dyer St. when he was hit by a car from behind and thrown from the bicycle. Special traffic investigators said the driver of the vehicle did not stop and help O'Connor, who later died from his injuries in the crash.
This is the 42nd death related to traffic on El Paso roads this year, compared to 46 last year.
