Police tape off Upper Valley home as detectives investigate weekend shooting

Update (5:52 PM): El Paso Police officers set up tape around a house in the Upper Valley this afternoon as part of their investigation into Kevin Carl Welch, who is suspected of shooting a man this weekend. El Paso Police confirmed the connection between the crime scene set up on Vista Grande Circle this afternoon, and the shooting that happened on Lombardy Avenue yesterday. The locations are just blocks from one another, both near the El Paso Country Club.

ABC-7 has a crew at the new scene, which is still active, right now.

Police officers arrived at the house and set up the scene before 5 p.m.

Property records show that the house on the 4900 block of Vista Grande Circle is owned by Kevin C. Welch. Jail records show that Welch remains in jail as of Monday evening.


Update (November 24, 2025): Kevin Carl Welch, 60, was arrested after a shooting on the 200 block of Lombardy Avenue Sunday.

Police arrived to find the 59-year-old male victim suffering from multiple gunshot wounds. Crimes Against Persons detectives took over the case. They discovered that Welch had allegedly shot the victim, who was rushed to the hospital for treatment.

Welch was arrested for aggravated assault with a deadly weapon and booked into jail on a $750,000 bond.

"Anyone with information is asked to contact police at the non-emergency number of 915-832-4400 or to remain anonymous, contact Crime Stoppers of El Paso at 915-566-TIPS (8477)," a police department spokesperson explained.


EL PASO, Texas (KVIA) -- Crimes Against Persons are investigating a shooting that sent one person to the hospital.

El Paso Police told ABC-7 that a call went out at around 5:30 A.M regarding a shooting at the 200 block of Lombardy Avenue near Country Club Road. There are no additional details at this time.
