New: Man allegedly shot childhood friend outside his Upper Valley house
Update (November 25, 2025): ABC-7 has obtained new court documents revealing what led up to the shooting on Lombardy Avenue Sunday. Kevin Carl Welch was arrested and charged with aggravated assault with a deadly weapon after the shooting.
The court documents identify the victim as Peter Alan Rittman, 59. He called 911 to report that he had been shot. When officers arrived, the found Rittman suffering from bullet wounds to the abdomen and the lefthand thumb. Rittman was rushed to UMC El Paso, where he underwent emergency surgery.
Rittman identified Welch as his assailant, according to court documents. The documents state that Rittman told officers that Welch had come out of the bushes and shouted a profanity at him, then allegedly opened fire.
A neighbor provided video of the shooting, which recorded the sound of four gunshots firing.
After the shooting, police walked over to Welch's house on Vista Grande Circle. Welch walked out of his house and was arrested, court documents state.
Rittman's siblings arrived at the scene of the shooting soon after. Court documents state that the siblings told investigators that Rittman and Welch have known each other since junior high school. Detectives have not publicly released any details on the alleged motive behind the shooting.
During an interview with police officers, Welch denied shooting Rittman, according to court documents.
Update (5:52 PM): El Paso Police officers set up tape around a house in the Upper Valley this afternoon as part of their investigation into Kevin Carl Welch, who is suspected of shooting a man this weekend. El Paso Police confirmed the connection between the crime scene set up on Vista Grande Circle this afternoon, and the shooting that happened on Lombardy Avenue yesterday. The locations are just blocks from one another, both near the El Paso Country Club.
ABC-7 has a crew at the new scene, which is still active, right now.
Police officers arrived at the house and set up the scene before 5 p.m.
Property records show that the house on the 4900 block of Vista Grande Circle is owned by Kevin C. Welch. Jail records show that Welch remains in jail as of Monday evening.
Update (November 24, 2025): Kevin Carl Welch, 60, was arrested after a shooting on the 200 block of Lombardy Avenue Sunday.
Police arrived to find the 59-year-old male victim suffering from multiple gunshot wounds. Crimes Against Persons detectives took over the case. They discovered that Welch had allegedly shot the victim, who was rushed to the hospital for treatment.
Welch was arrested for aggravated assault with a deadly weapon and booked into jail on a $750,000 bond.

EL PASO, Texas (KVIA) -- Crimes Against Persons are investigating a shooting that sent one person to the hospital.
El Paso Police told ABC-7 that a call went out at around 5:30 A.M regarding a shooting at the 200 block of Lombardy Avenue near Country Club Road. There are no additional details at this time.
