Court documents state police officers found Baker's 2-year-old son walking three blocks away from home in the rain, wearing a sweater and a diaper without pants. The officers conducted a welfare check at the home and found the child's room smelled strongly of urine. The officers found urine and feces stains in the room. The New Mexico Children, Youth and Families Department removed the child from the home.

This is a developing story.
