La Niña expected to bring higher than average temps, dry conditions this winter, NOAA says

EL PASO, Texas (KVIA) -- The National Oceanic and Atmospheric Administration predicts Texas and New Mexico will see above-average temperatures and below-average precipitation this winter.

NOAA's U.S. Winter Outlook, released Oct. 17, say this is due to "a slowly-developing La Nina."

The outlook predicts conditions from December 2024 to February 2025.
