today is expected to be huge – much more than the last time both parties held presidential primaries. stephanie ramos abc news alexandria, virginia el paso county’s early voting numbers show a low voter turnout. since the 2008 elections… early voting for the democratic party is down 65 percent. the number of republican voters fluctuated within a few thousand. our election coverage begins right over the country. happening today– city council will once again meet during executive session to discuss a performance improvement plan. this, after the ethics investigation on city manager tommy gonzalez, city rep larry romero, and former city manager joyce wilson. abc-seven’s complete coverage continues… the investigation didn’t find gonzalez broke the law but did raise some questions about his actions and whether he was truthful on financial disclosure forms. there was even some speculation he might be fired following today’s meeting. the city attorney listed 13 directives council wants action taken on immediately. as for the city attorney those 13 directives include the following… first that the legal department be consulted prior to any requests for proposals. that the city manager provide details regarding consulting work and other sources of income … that the mayor send a letter to larry romero asking him to respond to ethics commission questions … council also requested an invoice and proof of payment for tax services paid to romero by gonzalez. request city employees cooperate with all law enforcement in ethics investigation … and finally recess the meeting until 9 a-m today. an ethics complaint is still pending against larry romero. and the ethics commission sent him a list of 60 questions — which he has not answered. ultimately, the commission could’ve decided to recommend romero’s removal, but the city rep resigned, so there is little recourse. last week, the commission voted to continue its investigation regardless … partly because he’s still being paid by the city. as for former city manager joyce wilson, they want her to disclose the names of the city representatives she says suggested the sale of the ballpark bonds be delayed until after the last mayoral election. the delay cost you, the taxpayers, nearly 27-million dollars. council could compel romero and wilson to answer questions using subpoena powers, but at this time, city reps voted to have the mayor send letters asking for answers. new this morning— the el paso county sheriff’s office is looking for a wanted sex offender. take a look at your screen. this is ronald edward jackson. over the weekend jackson left the halfway-house out in horizon and didn’t come back. he is now wanted on a parole violation. authorities say jackson went to jail for sexually assaulting a 15-year old girl. if you have any information about his whereabout you are asked to call the el paso county sheriff’s office at 915-538-2008. / now to an abc-7 update on a rollover we brought you as breaking news right here on good morning el paso on friday. police are charging the driver who caused that rollover with intoxication assault. 27-year-old jose sandoval lost control of his jeep cherokee while driving down gateway west early that morning.. it happened around 3 :30 a.m. both sandoval and his passenger were taken to the hospital but the el paso county sheriff’s office says sandoval’s passenger was ejected from the vehicle and suffered serious injuries. sandoval is being held under a 15- thousand dollar bond. / an el paso man is behind bars this morning, accused of robbing people he met on craigslist. police say 24-year old tavon fluellyn would either act like he was selling a product on craigslist or was an interested buyer. in three separate instances — he allegedly robbed his victims at gunpoint. one woman met with fluellyn to buy a cell phone — but when she showed up … police say he pointed a gun to her head and then stole her money. police say this should serve as reminder to be cautious when using craigslist because in all three cases — the victims were alone: “never go alone certainly i you’re a female but don’t go alone…make sure there are other people around.” fluellyn is charged with aggravated robbery. now it’s time to take a look at the tx-dot traffic cams… spring is just around the corner– we’re already seeing the warmer temperatures. new this details…denise? canine diseases like distemper and parvo are more common right now. both can be fatal if dogs are not vaccinated. betty hoover, executive director of the humane society of el paso says vaccines are not 100-percent effective– but at least they’ll have a shield of protection from fatal diseases. hoover says this year veterinarians are already seeing an increase in cases of distemper and parvo. distemper causes severe illness that includes coughing, diarrhea and even respiratory problems. hoover says in el paso the strain of distemper has a 21-28 day incubation period: “so these
