Police arrest and charge alleged Cielo Vista Peeping Tom

Jail records show the alleged peeping Tom suspected of placing a hidden camera inside a family restroom inside Cielo Vista Mall has been arrested and charged with Possession of Child Pornography and Invasive Visual Recording/Bathroom.

28-year-old Irving Jose Marquez was jailed on bonds over $1 million, jail records show.

The suspect, captured by his own camera, allegedly hid the camera and pointed it towards the toilets the afternoon of Saturday April 22, 2017. Police said the camera was discovered soon after it was hidden and reported immediately.

Police said they received multiple tips soon after releasing images of the suspect on May 12, 2017. Police obtained a search warrant and seized several electronic devices allegedly belonging to Marquez.

The investigation resulted in the filing of child pornography charges.

Police are asking anyone who used the upper level family restroom outside the women’s Dillards, in between 11:30 am and 1:05 pm, on April 22, 2017 to come forward. “There are graphic images of people in compromising positions and the victims may not be aware of it,” a police spokesman said.

“The number of victims in the first set of videos is in the neighborhood of possibly 20(people),” said Lt. Liston of the Intern Crimes Against Children unit.

“This something that has been somewhat of a recent trend across the nation so it doesn’t surprise us that we saw something like this in El Paso. There’s been arrests in Odessa there’s been arrests in Fort Worth, Dallas where people have put cameras in restroom and even dressing rooms,” said police spokesman Det. Javier Sombrano.

ABC-7 contact Cielo Vista Mall officials to ask if they would be changing security measures after the incident.

“The safety of our shoppers is always our top priority and we take this incident very seriously. We are working closely with the El Paso Police Department to ensure that this individual is caught. As this is an active investigation, we ask that you reach out to El Paso Police Department with any questions.”

Police say more charges are likely to come and more victims may be uncovered.

“We have … I can’t how many hours worth of evidence we have to look at but it’s a great deal and it’s going to take weeks,” Liston said.
