El Paso Police affidavit reveal details of one of the attacks by alleged Manhattan Heights sex predator

Details of one of the attacks by the alleged Manhattan Heights sex predator have been revealed in the affidavit for the burglary of habitation charge on which he is being detained.

Arturo Valtierra-Payan, 24, of Chihuahua, Mexico is being held on a $300,000 bond and has not been charged with any other crimes, but El Paso police say they expect more charges to be filed and believe he is the man responsible for burglaries and sexual assaults in the Manhattan Heights and nearby area in recent months.

According to the affidavit, the woman was watching TV in her living room when she kept hearing noises in her empty house that night and a window kept opening mysteriously after she had made sure it was shut. She then heard noises in the direction of her front door when her dog started to bark in the direction of the back door.

The woman then went to the kitchen and noticed the window was open, even though she distinctly remembers it being shut. She checked the rest of the locks and turned on the front porch light. That is when she saw a man duck and hide.

According to the affidavit the man, later identified by the woman as Valtierra-Payan in a lineup, then kicked in the front door. She screamed and tried to fight him off, pulling down the bandana covering the man’s face.

At that point, the attacker said, “I’m going to kill you,” and then punched her in the face before he started to choke her. He then began to sexually assault her, according to the affidavit.

Valtierra-Payan, who lived on Savannah street in Central, was arrested at about 11 p.m. July 2 in the 7200 block of Alameda. He still has not been arraigned on the burglary of habitation charge and police have released his mugshot.

Police have said they think he is responsible for three other similar attacks.

A man named Arturo Valtierra-Payan with the same birthdate as the man arrested in El Paso on the burglary charge was arrested in Chihuahua in 2009 for carrying an unlicensed weapon and served two years.

Twice in 2007 Valtierra-Payan was caught by the Border Patrol after illegally entering the U.S. and was deported back to Mexico.
